Navy Hall is just outside of Niagara-On-The-Lake downtown area, just beside the N.O.T.L. Sailing club. The dive site is *very* easy to get to as there is a large parking lot, and stone pathway to the dock. Walk to the edge of the dock and jump in, you'll be in about 3ft. of water - perfect for gearing up and making last minute adjustments. There can be a heavy current here at times, but there can be some amazing things to see including human bones of soldiers, and lots of bottles and other debris from the 1800's war. Be careful: the site is protected and you cannot remove anything!
